TechJapan LLC (Headquarters: Hadano, Kanagawa; CEO: Go Kyono) participated in the Digital Agency's "Law × Digital" Hackathon as Team DANGO and developed a disaster recovery navigation system called "Fukkou Compass." At the final judging on March 10, 2026, we are pleased to announce that we received the "Legal Data Utilization Award."

About the Hackathon

The "Law × Digital" Hackathon is a service development contest hosted by Japan's Digital Agency, combining legal data with digital technology. Held over approximately three months from December 9, 2025 to March 10, 2026, diverse participants — engineers, lawyers, public officials, and students — formed teams to develop solutions aimed at improving legislative efficiency and creating new businesses through legal data utilization.

Ten teams passed the preliminary screening to advance to the final presentation, with award-winning entries announced on March 10, 2026.

Background — The "Law Divide"

When a major disaster strikes, there are many support programs available to victims. However, under Japan's current "application-based" system, disaster victims must research programs and submit applications themselves. Being unable to receive support simply because one didn't know about the available programs — this "Law Divide" is a serious problem at disaster recovery sites.

Additionally, structural challenges in government DX are evident: local government ordinances and directives are not digitized as datasets, and paper-based application and in-person verification processes persist.

What Is "Fukkou Compass"?

Fukkou Compass is a navigation system that helps disaster victims reach appropriate support programs without complex legal searches. It was built combining three proprietary technologies.

P-A-B Tagging Structure

A proprietary framework that hierarchically structures laws and ordinances from the citizen's perspective using three attributes:

  • Purpose — The citizen's situation: "My house was damaged," "I lost my job"
  • Action — Required procedures: applications, documentation, etc.
  • Benefit — Results: support amounts, eligibility, etc.

Using generative AI, it automatically translates citizens' words into the correct administrative procedures.

Dango UI (Patented Technology)

A radial menu interface where options expand outward from the center of the smartphone screen. This adaptive UI allows users to narrow down their situation with single-finger taps — no keyboard input needed — making it intuitive even for elderly users or those unfamiliar with digital devices.

My Number Portal Integration

After identifying the appropriate procedure, the system connects directly to Japan's My Number Portal application screen, aiming to complete the entire process online.

Judges' Evaluation

The judges particularly praised our approach to pruning legal data for lightweight processing. Rather than handling the vast volume of laws and ordinances as-is, our approach of structuring and streamlining data through P-A-B tagging — efficiently presenting only the necessary information — was recognized as aligning with the spirit of "legal data utilization."

About Team DANGO

Team DANGO consisted of five members led by Go Kyono (CEO, TechJapan LLC). The team name "DANGO" derives from our patented Dango UI technology.
